Notice of Request for Qualifications for Engineering Services
The City of Weirton is submitting a Request for Qualifications, inviting engineering/architecture companies to present their firm’s qualifications, technical expertise, management and staffing capabilities, references, and related prior experience. Professional services will include, but are not limited to, preliminary engineering, design-and construction-related services, preparation of bidding and contract documents, participation in the evaluation of bids received, and monitoring and inspection of construction activities to ensure compliance with the plans and specifications associated the following projects:
TASK #1 - the design and construction management of approximately 8,000 feet of ADA accessible sidewalks (5’ width) and street lighting (approx. 75 poles) to be installed along westbound lane of Park Drive from Three Springs Drive to its termination at the cul-de-sac (at the new Pietro Fiorentini facility). Additional poles and fixtures will be purchased and stored for future phases. The City does not feel that ornamental street lighting will provide adequate illumination but is also of the opinion that something less “industrial” would be more appropriate for the area. Due to this requirement, we are requesting three (3) options for the lighting fixture one of which may be of a solar variety. In conjunction with the above specifications, the selected firm would be responsible for the design and oversight of the project adhering to any applicable requirements of the City of Weirton’s Unified Development Ordinance (Section 11.6) and adhere to the requirements of the WVDOT Transportation Alternatives program.
TASK #2 – this project consists of the site preparation and infrastructure upgrades to access 19.67 acres for immediate development and support the future development of an additional 28.4 acres along Park Drive. Project elements include site grading including all permits, stormwater management, construction of a two-lane arterial access road with sidewalks and street lighting, and the construction of additional segments of access roads and appurtenances.
TASK #3 – this project also consists of reviewing and commenting on a master plan, prepared for the 19.67 acres owned by the Business Development Corporation of the Northern Panhandle (BDC), and ensuring access to the buildings and uses within the 19.67 acres; including retail, service, restaurant, conference center, public spaces, and possible lodging uses envisioned on the site currently owned by the BDC.
The firm would be responsible for engineering services including, but not limited to, surveying, geotechnical, environmental, preliminary design, final design, storm water management, permitting, right-of-ways, bidding, construction management, construction inspection, material testing and as-built preparation.
Procurement of said services will be in accordance with Chapter 5G of the WV State Code. Qualified firms/ candidates interested in being considered for this project must submit five (5) copies each of the following:
Submit the requested information to the City of Weirton, 200 Municipal Plaza, Weirton, West Virginia 26062, Attention: Mark Miller, Director of Planning and Development no later than 4:00PM on January 18, 2019 in order to receive consideration.
The object of this competitive process is to objectively select the engineering firm that will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Based on evaluation of the proposals, three firms will be invited to submit additional information and be interviewed. The candidate judged most qualified will be asked to prepare a proposal including fixed fees for said services. The City of Weirton reserves the right to reject any and all proposals.
