Weirton City Council Special Session A meeting of the Common Council of the City of Weirton, Hancock and Brooke Counties was held on August 23, 2001 at 3:30 p.m. in Council's Chamber of the Municipal Building. Councilmembers in attendance: Charlie Mitchell, D.J. Minella, John Moore, George Ash, George Kondik, David Cline and Christopher Fletcher. City officials in attendance: Joe Cicchirillo, Melissa Farley and Valerie Means. Mayor Dean M. Harris led the Pledge of Allegiance. Harris apologized for being tardy, saying he had attended another meeting that ran late. A motion was made by Councilmember Fletcher, second by Councilmember Minella to allow for citizens remarks. This passed 7-0, so ordered. There were no remarks. Harris asked Joe Cicchirillo or Valerie Means to explain the revision. A motion was made by Councilmember Kondik, second by Councilmember Cline to adopt a resolution to allow for revisions to the 2001-2002 Fiscal year General Fund and Coal Severance Budgets. Councilmember Ash understood the written explanation but asked for an explanation to the residents as to how the city has an extra $1 million it didn't have. Means explained revenue was put in a fund for fiscal year ending 2002; the carry-over was because of the uncertainty of the outcome of the police and fire fee, explaining the department administrators and city manager spent money cautiously on training, overtime, travel, materials. She said capital projects weren't completed and some leased equipment wasn't bought until the end of the year. Ash said people have bragged about not paying the police and fire fee, asking if the revision would reflect the city would get the money. Means said any money not paid is receivable on the funds. Councilmember Cline asked if the $96,000 in sanitation are the fees collected. Means said sanitation has a fee which has to be put back into the department. She told Ash that the $102,000 out of the police and fire fee is a mixture of training, overtime, professional services, travel and dues. Cline explained the city manager, department administrators and employees went without many things because council had pulled it. He suggested council thank the employees. He said they're going to go into some rough times and because of the actions sometime ago, it's a little better. Harris said council sat through difficult times, generated revenue, put together a good plan and the employees work attitude is good. He also said times will be difficult but they should feel comfortable knowing they were able to get through those times. He recommended a letter be sent to the employees. A motion was made by Councilmember Minella, second by Councilmember Mitchell to approve a request by the city manager to convene into an Executive Session consistent with WV Code 6-9-A-4 to discuss personnel matters. This passed 7-0, so ordered. Harris announced there would be further action from council. Council reconvened at 5:09 p.m. With no further business before this, the August 23, 2001 Special Session of the Common Council of the City of Weirton, the meeting was adjourned at 5:09 p.m.
