Weirton City Council Special Session A meeting of the Common Council of the City of Weirton, Hancock and Brooke Counties was held on April 16, 2002 at 5:10 p.m. in Council's Chamber of the Municipal Building. Councilmembers in attendance: Charlie Mitchell, D.J. Minella, George Ash, George Kondik, David Cline and Christopher Fletcher. City officials in attendance: Melissa Farley, Joseph Cicchirillo and Chief Mike Gordon. Mayor Dean M. Harris led the Pledge of Allegiance. Harris requested a moment of silence for crossing guard Mindy Cassella who was killed on Friday while directing traffic on Pennsylvania Avenue and California Avenue. Council observed a moment of silence. CITIZENS REMARKS - A motion was made by Councilmember Minella, second by Councilmember Mitchell to allow for citizens remarks. This passed 6-0, so ordered. There were no remarks. Councilmember Kondik informed the Rotary Club is hosting a team of Japanese visitors; Thursday or Friday he would be bringing them to tour the city building. He will inform Joe Cicchirillo as to the time. Resolution - Adopt Levy Rates - A motion was made by Councilmember Minella, second by Councilmember Cline to adopt a resolution to adopt levy rates for fiscal year 2002-2003. Councilmember Fletcher inquired if the suggested reorganization of part of Public Works Dept. is reflected in the budget or was the administration line items the same as last year then entertain a reorganization proposal. Joe Cicchirillo thought it was adjusted in the budget but Brae Bryant hasn't brought it council yet; because of the issues discussed in executive session, he wanted to wait. Fletcher said he understood but explained council initially committed to a possibility of an organization; he would like to see it before it goes too far. A roll call vote was taken with a yes is in favor, a no is opposed: Councilmember Ash Yes Councilmember Kondik Yes Councilmember Cline Yes Councilmember Fletcher Yes Councilmember Mitchell Yes Councilmember Minella Yes This passed 6-0, so ordered. Harris noted these rates don't increase; it's the same as it has been. Ordinance - No Parking on Adams Street -(First Reading) Councilmember Cline asked where the street is located. It was discussed this road is located by the former Jim's business. Councilmember Ash asked if it connects with the alley. Farley stated yes. A motion was made by Councilmember Ash, second by Councilmember Minella for an ordinance beginning at the north section of Adams Street at the dead end, establish 15 feet of no parking southward on the west side of the street. This passed 6-0, so ordered. Ordinance - Handicap Parking 3538 Elm - (First Reading) A motion was made by Councilmember Ash, second by Councilmember Mitchell for an ordinance to establish a handicap parking space exclusively for Evelyn Bever, 3538 Elm Street. This passed 6-0, so ordered. Harris requested the agenda be amended for a brief executive session concerning personnel matters. A motion was made by Councilmember Cline, second by Councilmember Kondik to amend the agenda to include an executive session to discuss personnel matters. This passed 6-0, so ordered. A motion was made by Councilmember Fletcher, second by Councilmember Mitchell to convene into an executive session to discuss personnel matters. This passed 6-0, so ordered. Council reconvened at 5:40 p.m. Harris announced a council workshop on April 18 to discuss the city projects; April 25 to discuss reorganization plan for the paid and volunteer fire dept. With no further business before this, the April 16, 2002 Regular Session of the Common Council of the City of Weirton, the meeting was adjourned at 5:42 p.m.
