COUNCIL MEETING - SPECIAL
TUESDAY, MARCH 17, 2009, 8:00 AM
A special meeting of the Common Council of the City of Weirton, Hancock and Brooke Counties, West Virginia was held on Tuesday, March 17, 2009 at 8:00 a.m. in Council Chambers of the Weirton City Building.
Mayor Harris called the meeting to order.

NEW BUSINESS
1. Resolution to authorize the execution of application with the office of economic opportunity for the Emergency Shelter Grants Program for fiscal year 2009-2010. Motion was made by Councilman Miller, second by Councilman Dalrymple.
Motion carried by majority, 7/0.
2. Resolution to authorize the acceptance of a $10,000.00 grant from the West Virginia Governor’s Highway Safety Program for the City of Weirton. Motion was made by Councilman Marsh, second by Councilman Jones.
Motion carried by majority, 7/0.
3. Resolution to enter into agreement with HDR Engineering for a transportation enhancement grant for Three Springs Drive. Motion was made by Councilman Marsh, second by Councilman Jones. Councilman Kondik stated, “I had asked why this money cannot be spent on paying for traffic lights and I think our City Manager has an explanation.” Mr. Dufour stated, “These are remaining funds from the transportation enhancement grant the City received for Penco Road. We do have $170,000 to $190,000 left from the project. We will add an amendment to our agreement to move those funds over to Three Springs to do enhancement work. That work mainly is based on transportation elements such as sidewalks, bike-ways, and those sorts of items. It cannot be used for street paving or other road improvements. So that is why it could not be used for signal systems.” Councilman Fijewski questioned what amount Council is voting on, and Mr. Dufour stated that the vote is based on supplement two for the amount of $28,930.
Motion carried by majority, 7/0.
4. Resolution to authorize the 2009-2010 fiscal year general fund and coal severance fund budgets. Motion was made by Councilman Marsh, second by Councilman Jones.
Motion carried by majority, 6/1.

With no further business before this March 17, 2009 special session of the Weirton City Council the meeting was adjourned after the closing prayer.
