Special Session



A Special Meeting of the Common Council of the City of Weirton, Hancock and Brooke Counties was held on February 27, 2001 at 5:30 p.m. in Council's Chamber of the Municipal Building.



Councilmembers in attendance: Charlie Mitchell, D.J. Minella, John Moore, George Ash, David Cline and Christopher Fletcher.



City officials in attendance: Joe Cicchirillo, Melissa Farley, Gene DelGreco, A.D. Mastrantoni, Chief Fletcher and Valerie Means.



CITIZENS REMARKS

A motion was made Councilmember Minella, second by councilmember Fletcher to authorize citizens remarks. This passed 6-0, so ordered. There were no comments from the citizens.



NEW BUSINESS

Resolution - Housing Mortgage Revenue Bonds

A motion was made by Councilmember Moore, second by Councilmember Minella to adopt a resolution authorizing the issuance of not to exceed $6,000,000 for Multi-Family Housing Mortgage Revenue Bonds, series 2001 (Weirton Health Partners, LLC Project) of the City of Weirton, WV. the proceeds of which shall be loaned to Weirton Health Partners, LLC to finance the acquisition construction and equipping of a 60 unit, Multi-Family Housing assisted living facility and a 10-unit multi-family housing independent living facility;

Harris replied to Councilmember Ash that the litigation was resolved. Joe Cicchirillo responded to Councilmember Cline they're public issuance bonds sold to the public. Harris believed state funding is available but the deadline is mid-March; he thought it a similar package, saying they could contact Vince Collins, the city's bond counsel. Cicchirillo said he spoke to Collins about the city's obligation and under section 9, page 5--the city has no obligation, the city is a conduit. He explained if the Partners default on payment it goes to the bank. He told Cline the bonds are good for 20-28 years. Harris offered to call Collins. Cline said it seemed different than last one which was through the state housing authority with lower interest rate; this isn't the case. A roll call vote was taken with a yes is in favor, a no is opposed:

Councilmember Cline Yes

Councilmember Fletcher Yes

The resolution passed 6-0, so ordered.



DelGreco told Cline they haven't resubmitted plans; they did submit to the Planning Commission for the road east of the farm but withdrew it. He said he hasn't heard from them; they have to go to the Planning Commission for any changes. Cicchirillo didn't think they used the farm road. Harris said he spoke with Roger Vincent; they will use the farm road. He said everything with DiBartolomeo and the neighbors has been resolved. DelGreco apologized for not being up to date. Harris said some of the bonds were freed up; this money was freed up and Chancellor was contacted.



ADJOURNMENT

With no further business before this the February 27, 2001 Special Session of the Common Council of the City of Weirton, the meeting was adjourned at 5:40 p.m.
