MINUTES

City Officials in attendance: William M. Minutes from September 12, 2005 were presented to the Council. Councilman Kondik moved to accept the minutes and was second by Councilman J. Miller.
The minutes were unanimously accepted.
Mayor’s Awards and Proclamations
Awards
Vance Miller – This award was given to Vance because he had helped his mother delivered his baby brother at 6:45 a.m., on Saturday, October 1, 2005; for a skillful and quick response to his mother’s needs. Congratulations, Vance!
Patrolman Jason Kazmirski – For his outstanding public service and good citizenship when he came to the aide of a 20-month old child, on October 17,2005. This child was found in a back yard swimming pool and was not breathing. Congratulations, Jason!
Proclamations
United Way – For their continued services rendered to this community. Mayor Miller proclaims November as United Way month.
Communications
On November 14, 2005, at 10:00 a.m., there will be a Public Hearing on the TIF and a Special Council meeting following that hearing.
Veteran’s Day will be celebrated on Nov11, 2005, at 11:00 a.m., in front of the Community Center.
Councilman DeMasis said that the Brooke Hancock Memorial Park will be open after the ceremony.
Councilman Jerry Miller extended his appreciation and thanks to the Mayor, Chief Lance Scott, Chief Bud Cole, the State Police and the Steubenville Police. They had a Youth Bowling League at Steel Valley Lanes. Once a year they have this program and all of these people were all good enough to help the Councilman and his team out this year. Chief Cole brought up a fire truck for the youngsters to look at and talk with the firemen.

OLD BUSINESS
1. Second reading of Ordinance No. 1458. Ordinance to replace Article V, Part 1, Section 505.11, of the Code of Ordinances of the City of Weirton, Adding Additional Protections for Animals Left Unattended in Vehicles.
It was moved by Councilman Dalrymple and second by Councilman Veltri to accept this Ordinance and second by CouncilmanVeltri.
Councilman Dalrymple thanked Mr. Yeager for putting this ordinance together for him.
Councilman DeMasis made some comments about this ordinance, not that he opposes it, nor does he want to show disrespect for what Councilman Dalrymple has done, but he wishes that there would be more response to drugs, bugs, and thugs.
The motion was carried unanimously. 2. Second reading of Ordinance No. 1460. Amendment no. 633 to the Traffic Control Map Ordinance 214 of the City of Weirton to Establish Handicapped Parking Space at 3435 Orchard Street
It was moved by Councilman DeMasis and second by Councilman J. Miller to approve this ordinance.
The motion was carried unanimously.
3. Second reading of Ordinance No. 1463. Amendment No 636 to the Traffic Control Map Ordinance No. 214 of the City of Weirton to Establish Handicapped Parking Space on Lee Avenue Beside First United Methodist Church.
It was moved by Councilman DeMasis and second by Councilman Dalrymple to approve this ordinance.
This motion was carried unanimously.
4. Second reading of Ordinance No. 1464. Amendment No. 639 to the Traffic Control Map Ordinance No. 214 of the Cit of Weirton to Establish Stop Sign on West Side of Arango Street and North 21st Street facing West.
It was moved by Councilman H. Miller and second by Councilman Veltri to approve this ordinance.
The motion was carried unanimously.
5. Second reading of Ordinance No. 1465. Amendment No. 638 to the Traffic control Map Ordinance No. 214 of the City of Weirton to Establish Stop Sign on east Side of Arango Street and N. 21st Street facing East.
It was moved by Councilman H. Miller and second by Councilman Veltri to approve this ordinance.
The motion was carried unanimously.
6. Second reading of Ordinance No. 1466. Amendment No. 640 to the Traffic Control Map Ordinance No. 214 of the City of Weirton to Establish No Parking Zone on Both Sides of Cross Street Beginning at Church/School Street Alley Extending 70-feet Downhill Toward Church Street.
It was moved by Councilman Dalrymple and second by Councilman J. Miller to approve this ordinance.
The motion was carried unanimously.
7. Second reading of Ordinance No. 1467. Amendment no. 640 to the Traffic Control Map Ordinance No. 214 of the City of Weirton to Establish 15-minute Loading /Unloading Zone Between the Hours of 8 A.M. and 5 P.M. on Pipinos Center Side of Cross Street Beginning at Intersection of School Street ad Cross Street extending to Church/School Street alley.
It was moved by Councilman Dalrymple and second by Councilman J. Miller to approve this ordinance.
The motion was carried unanimously.
NEW BUSINESS
1. Resolution to Enter Into Contract for Renewal of Health and Vision Insurance Coverage for City of Weirton Employee It was moved by Councilman Moore and second by Councilman Veltri to accept this resolution.
Councilman Moore commented that there was not an increase in cost during the last year.
This motion was carried unanimously.
2. Resolution to Authorize Revisions to 2005-06 Fiscal Year General Fund Budget. It was moved by Councilman J. Miller and second by Councilman Dalrymple to accept this resolution.
The motion was carried unanimously.

3. Resolution Authorizing Application and Acceptance for West Virginia Legislative Digest Funds (Weirton United Way) It was moved by Councilman Kondik and second by Councilman J. Miller to accept this resolution.
The motion was carried unanimously.
4. Resolution to Enter Into contract for Purchase of Simunition Training Pistols for Weirton Police Department. It was moved by Councilman J. Miller and second by Councilman Veltri to accept this resolution.
The motion was carried unanimously.
5. Resolution to Enter Into Contract for Purchase of Carpeting for Weirton Cit Building. It was moved by Councilman DeMasis and second by Councilman Moore to accept this resolution.
The motion was carried unanimously.
6. Resolution to Amend Resolution Authorizing City of Weirton to Enter Into Contact for Paving of Various City Streets. It was moved by Councilman J. Miller and second by Councilman Dalrymple to accept this resolution.
The motion was carried unanimously.
7. Ordinance Modifying Section 155.01 of the Code of Ordinances of the City of Weirton Providing for the Number of Members of the Weirton Planning Commission Be Reduced From Fifteen to Seven. It was moved by Councilman DeMasis and second by Councilman Dalrymple to accept this ordinance.
Councilman Kondik stated that he thought it was a good idea to reduce the number to seven, because it is the same people who always show up for the meetings.
Councilman Moore moved to change (a) paragraph 2, line 4, from “Fifteen to Seven” to “Fifteen to Nine”, (b) on page 2, paragraph 2, line 1 to change “the name of four nominees” to “the name of six nominees”, and (c) change “Two of those members shall serve until June 30, 2007 and two of them shall serve until December 31, 2007” to “Three of those members shall serve until June 30, 2007 and three of them shall serve until December 31, 2007”.
Mayor Miller stated that with all the changes that are going to be made to amend the original motion, they are going to incorporate all the changes put forth by Councilman Moore at this point in time.
Councilman Kondik second the acceptance of the amendments to the ordinance.
The motion was carried unanimously.
Now back to the original as amended and they do have a second on that. The motion was carried unanimously to approve the ordinance as amended 7-0
Appointments to Various Boards and Commissions There were none.
Administrative Reports from Various Departments.
Lance Scott, Police Chief – Invited the Mayor, City Manager and Council to go down to check out the new Firing Range that had been completed.
Bud Cole, Fire Chief– Nothing to report
John Brown, Public Works – He was asked when the lines would be completed on East Street, and indicated that Brae was working on that being done. It should be completed by the end of November.
Butch Mastrantoni, Public Utilities – Nothing to report.
Terry Weigel, Parks and Recreation – Terry thanked John and his team for getting everything together and moved in the parks.
John Serafini, Code Enforcement – Nothing to report.
Rik Rekowski, Library – Announced that next week was “Children’s Book Week”, and children services will be Monday through Friday. Also, that week will be a period of amnesty for children and adults. If they have fines due, they will be dismissed.
Valerie Means, Finance Director gave the Treasurer’s report.
No additional bills to be paid.
A motion was made by Councilman J. Miller to accept the Department Heads report and second by Councilman Dalrymple.
The motion was carried unanimously.
